Its good to see that some Welsh Conservatives appear to have some vision of how Britain should evolve constitutionally. The present set up in the UK (viz Scottish Parliament, Welsh Assembly, Northern Ireland Assembly etc) seems so half assed and unintelligible to Americans to begin with. With their differing powers and responsibilities. I find it exceedingly difficult to explain the idea of LCO's to friends in the US. Its like explaining the workings of the Freemasons and their secrets!
I am glad that David Melding has decided to tackle this problem with his "Will Britain survive beyond 2020" (published by the IWA). It is a start to see how the future could evolve. Whilst it is true that Britain is already a de facto federal entity, that is more superficial than real. That is because unlike the US where the states are (and have) their sovereignty recognised and protected by the Constitution. That is not so in Britain, where all these entities established by Act of Parliament can be dissolved by an Act (as the Northern Ireland Parliament was in 1972 (?))
Melding deals with this and the imbalance with a American solution (which is also why the US has a Electoral college).
My fellow nationalists will not be happy with this because it is not independence (but it is) and unionists will see it as a slippery slope. However Melding'sview is the only way that Britain can survive as I see it .
I suspect his time at "William and Mary" must have influenced his thinking!
